Job Description

This position is responsible for maintaining and monitoring accurate, complex departmental financial records for several funds which AHD exercises direct administrative responsibility. Prepare, reconcile and process various financial documents, payments, obligations and encumbrances for further processing internally or through external Municipal Departments and in compliance with underlying grant, budgetary, legal and other requirements. Prepare monthly, quarterly and annual operating budget and grant reports accurately and timely to ensure compliance with Grant requirements and/or Municipal procedures. Maintain numerous and varied grant files. Assist in the preparation and processing of grant applications, awards, amendments and ensure proper accounting information is identified on submittal of PACE Assembly documents. Maintain and account for state, federal, and other grant award/amendments including grant setups, accounting oversight, reporting, stewardship and grant closeouts. Prepare financial analysis to identify any problems, and recommend solutions to improve operating efficiencies. Prepare audit responses, journal entries, variance analysis, budget transfers, salary and spend plan projection forecasts and ensure all year and deadlines and requirements are met. Respond timely to information requests from program and administrative management personnel as well federal and state agencies staff. Account for departmental asset management. Serve as backup for departmental payroll, timekeeping and other administrative functions as needed. Perform other related duties as assigned.

The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health and Social Services (DHSS) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster, AHD's employees may be called to engage in emergency operations responses and recovery.
