General Function
Supports and maintains aspects of the accounting and audit functions of the organization, internal reporting, internal controls, and compliance (internal audit of financial processes for CIHA and CIHA family of companies). Responsible for cash controls and revenue for CIHA and directly responsible for financial oversight of subsidiary companies as assigned. Also responsible for the daily administration of financial software applications relating to CIHA and CIHA family of companies. Assists the Controller in all financial functions.

Major Activities (Typical Duties/Responsibilities)
• Oversees payroll staff and systems for CIHA and CIHA family of companies.
• Assists the department in planning and financial support functions for existing and future programs or development projects.
• Manages accounting procedures and processes to ensure compliance to policy within the organization.
• Resolves operational problems and identifies work process improvements resulting from internal control testing or general operations review.
• Responsible for accounting system administration to include new company set up, and chart of accounts maintenance to ensure consistency with the charts of accounts of CIHA’s related companies.
• Oversees and is the alternate for capital development accounting, grant accounting and third party accounting, or other functional activities as assigned.
• Direct oversight of subsidiary companies as assigned.
• Special projects, general reporting (taxes, external reports, etc.), and other related duties as assigned.
• Oversees banking administration and coordination.
• Assists in reconciling general ledger, balance sheet and subsidiary systems on a monthly basis.
• Prepares summarized financial statements, written narrative and graphic presentations as assigned.
• Assists the Controller in coordinating the preparation of schedules, work papers and footnotes for annual financial audits.
• Assists the Controller in coordinating all audits, including annual financial audits, granting agency audits, self-monitoring audits and other third party assessments.
• Provides cash management including investments and assists with reviews of corporate risk management.
• Completes special projects and other related duties as assigned.

• Thorough knowledge of generally accepted accounting principles with emphasis in governmental accounting principles.
• Strong organizational skills with the ability to develop comprehensive work plans for short, mid-range and long-term projects such as financial analysis for operating departments, including job and cost allocations as appropriate.
• Strong budget and analytical skills, including financial and audit skills relating to governmental accounting.
• Ability to work effectively with department management and staff, and to effectively communicate with regulatory and taxing authorities.
• Knowledge of and ability to apply A-87, Cost Principles for State, Local, and Indian
Tribal Governments and Title 2 U.S. Code of Federal Regulations (CFR) Part 200
Uniform Administrative Requirements, Cost Principles and Audit Requirements for
Federal Awards (the Super Circular).
• Strong communications skills, both oral and written, with a particular emphasis on the presentation of financial material.
• Comprehensive understanding of complex financial statements.
• Knowledge of fund accounting preferred.
• Ability to lead and direct the work of staff.
• Self-starter, requiring minimal supervision.

Education and Experience
• Bachelors degree in business administration or finance with an emphasis in accounting.
• CPA/CMA candidate preferred.
• 6 years progressively more responsible experience in fund accounting that provides the required skills, knowledge and abilities.
• Experience with complex consolidated financial statement preparation, including all statement footnotes.
• Appropriate supervisory experience.
