JOB OVERVIEW

Title: City Accountant/CFO

Department: Administration

Classification: Management, Appointed

FLSA Status: Salaried, Overtime Exempt

Salary Range: $78,499.20-$118,866.83 annually

Reports To: Mayor (daily) & City Council*
*This is an At-Will position serving under the direction of the mayor. Termination shall be subject to ratification by a majority vote of the City Council ESSENTIAL KNOWLEDGE, SKILLS & ABILITIES
Education & Certification

Hold an advanced degree in Accounting, Finance, Public Administration, Business Administration or another related field.

Certified Public Accountant (CPA) or other verified experience.

Knowledge of accounting standards & compliance, understanding of Generally Accepted Accounting and Auditing Practices (GAAP), specifically Governmental Accounting Standards Board (GASB), for federal or State reporting.
Experience

More than 5 years of experience in a comparable position at another municipality or in the private sector.

Demonstratable combination of experience with administrative and clerical responsibility, such as Finance Director, Accountant or comparable private-sector position.

Demonstratable experience in receipting, expenditure reconciliation, and accountability of funds.

Oversee the preparation of all financial records of the City including payroll, purchasing, end of month accounting, annual audits, loans and grant fund management.

Possess the ability to prepare clear and concise reports, correspondence, and other written documentation.
Knowledge

Knowledge of accounting standards & compliance, understanding of Generally Accepted Accounting and Auditing Practices (GAAP), specifically Governmental Accounting Standards Board (GASB), for Federal or State reporting.

City and State laws related to finance, budgeting, City sales tax code and personnel management or a willingness to learn.

Budgetary ability to track expenditures within budgets to prevent overspending.

Possesses knowledge of record keeping, report preparation, presentation skills, filing methods, and record management techniques.

Use of advanced computer skills for analysis, communication and presentations. Includes but not limited to e-mail, word processing, spreadsheets, presentation, digital records management, and video conferencing. Cybersecurity background is a plus.

Analytical and reasoning skills, interpersonal skills in dealing with disgruntled constituents, volunteers and those with differences. Must have strong problem-solving abilities. PERFORMANCE MEASURES

Successful applicants must pass a background check, engage in pre hire testing, and take the oath of office

Performance evaluation after completing three months, immediately prior to completion of the one-year probationary period and on an ongoing annual basis. FUNCTIONS & DUTIES

Serves as the City Fiscal Agent, responsible for the collection, receipt, and custody of taxes, monies and personal property belonging to the City.

Maintains the general accounting system, projects revenues, procurement regulations; the finance department prepares the annual budget and all budget revisions. Serves as liaison and Financial Advisor to the mayor and City Council.

Directly supervises accounts payable, accounts receivable, payroll activities and utility billing.

Helps implement adequate internal control over the City’s fiscal activities.

Oversees the preparation of all financial records of the City including payroll and purchasing.

Recommends additions and changes in Ordinances and regulations governing the fiscal policies of the City.

Monitors the City’s overall financial position.

Prepares reports concerning the scope of audits, financial conditions of the City, fund sources and applications of funds.

Considerable responsibility for the receipt, expenditure, and accountability of funds.

Prepares comprehensive budgetary and financial reports.

Makes recommendations on budgetary and financial matters.

Directs and supervises the City’s investment program.

Provides oversight into the preparation and administration of the City’s annual operating budget.

Provides professional financial advice to the mayor and other department heads.

Make presentations to the City Council and Committees (twice a month).

The financial department prepares the annual financial reports for audit (by independent auditors) including all City-wide documents required by the auditors.

Prepares statements, reports, and compiles records pertaining to City finances, loans or grants.

Represents the City at various conferences and meetings.

Budget & Finance

Responsible for extensive oversight of City departmental funds, grant reporting, and / or facilitating intergovernmental financial support for operations. Principal accountability for the department’s budget and fiscal management rests with the City Accountant/CFO.
Overseeing Operations

Requires oversight of multiple operational and financial functional areas, involving collaboration with various City departments, staff and resources.
Working With Others

Works extensively across functional areas, including making recommendations to the City Council.

Demonstrates strong written and oral communication skills.

Engage with the public in a manner that promotes a positive City image and addresses complaints tactfully and thoroughly, while documenting appropriately.

COMMUNITY / NETWORKING
Networking

Frequently works with community residents, businesses, elected officials, and other community groups on various issues. Regularly informs the City Council and public body including residents, committees, and other groups on City financial issues.
General Work Environment

Due to the nature of the work assigned to this position, there are interruptions from coworkers, occasional members of the public as well as City officials.

Executive and Senior Management positions in political environments are at times demanding and require strong resilience.

Work is primarily indoors in a climate-controlled office environment, requiring hours of sitting, standing, and lifting objects.

Must be able to work on City Council meeting evenings (1st and 3rd Mondays of each month) when necessary. On rare occasions this position may need to work outside of normal business hours of 8am-5pm, 5 days a week.
